CLASS DESCRIPTION

As a member of the Executive Command Staff, a person serving in the rank of Colonel is responsible for overseeing the activities of a division or multiple divisions within the Baltimore Police Department. Colonels serve as the Chief of a Division and can act as Deputy Commissioner in the absence of the Deputy Commissioner of Operations. In the Operations Bureau, the current positions of Colonel are assigned as either the Chief of Detectives or the Chief of Patrol. Each is responsible for managing and reviewing the activities of all command staff personnel assigned to the sections or patrol districts under his/her span of control. Supervision is exercised over a large staff of sworn and/or civilian personnel primarily through subordinate command staff managers (Lt. Colonels, Majors, and Captains). A Colonel ensures that commanders are meeting department-wide goals and objectives and is responsible for implementation of departmental reforms and improvements within the Division he/she supervises. Colonels are also responsible for representing the BPD at Police STAT meetings, public forums, and other high-profile venues.

Individuals supervised: Directly supervises the command staff of a division of the BPD. Encompasses more span of control and areas of responsibility than that of a Police Lieutenant Colonel. Oversees all BPD sworn & non-sworn personnel working in the various districts or sections of the Police Department as assigned by the Police Commissioner.

ESSENTIAL FUNCTIONS

  • Provides executive management, leadership, and command/control of day-to-day operations of an entire Division of the BPD, which includes direct supervision and performance management of Majors, Captains, Lieutenants, Sergeants, Detectives, and Police Officers assigned to the Division.
  • Planning, organizing, directing and evaluating the performance of command staff; establishing performance requirements and personal development targets for the Division. Establishes priorities and deployment strategies for the Division, holds commanders responsible for completing reform initiatives, and manages performance of all employees in the Division.
  • Represents the BPD when interacting with civic, neighborhood, advocacy, and business groups and coordinates BPD resources and activities under their command to address concerns about community issues
  • Allocates, coordinates, and directs manpower, vehicles, equipment and supplies to meet the needs of the division/section, and is responsible for operational and overtime expenditures to ensure that funds expended for the division/section are used appropriately and within the mission of the organization
  • Counsel’s subordinate commanders about performance issues brought to their attention, trains majors and captains in the handling of general management problems, monitors subordinates’ professional behavior to assess potential issues, and recommends corrective action to address subordinates’ performance problems.
  • Serves as a member of both internal and external decision-making committees and working groups at the discretion of the Police Commissioner
  • Provides leadership in the management of COMSTAT meetings to hold commanders accountable, reviews assessments with subordinates, and determines resource deployment based on data driven strategies
  • May acts as Deputy Commissioner in the absence of the Deputy Commissioner of Operations.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a bachelor’s degree or higher educational attainment preferred (but not required).

AND

EXPERIENCE: Have a minimum one (1) year of sworn service in the rank of Lieutenant Colonel (or equivalency) at the time of application. Minimum fifteen (15) years of total sworn service with a law enforcement agency.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Distinguished service record, including excellent performance ratings and disciplinary record.
  • Demonstrated excellence as a leader and manager, with superior oral and written communication skills.
  • MPTSC certification will be required, if not already obtained, within 180 days of hire.
  • Per City Code, Baltimore City residency is required within 120 days of hire.

This position is required to complete an Affidavit for Political Appointees and Public Officials as part of the City’s Residency Requirement. You will also be required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.”
