Position Summary:

Under the direction of the Mayor and Village Council, the Chief of Police is the Chief Executive Officer of the Hebron Police Department. The Chief is responsible for the effective leadership, planning, and management of all department functions and operations, ensuring the enforcement of laws and ordinances, the prevention of crime, the protection of life and property, and the enhancement of community safety and quality of life. The Chief of Police is committed to preserving the peace and good order of the Village and fostering strong community-police partnerships. The Chief of Police is a working chief and will be expected to perform patrol duties as needed.

Essential Functions:

  • Develop, implement, and enforce department policies, procedures, and special orders to ensure efficient and effective operations.
  • Direct the assignment, supervision, and transfer of department personnel.
  • Oversee the department’s budget preparation, administration, and fiscal management.
  • Manage employee performance, including evaluations, training, and disciplinary actions.
  • Lead internal affairs investigations and ensure thorough and impartial resolution of misconduct allegations.
  • Establish and maintain a strong, collaborative professional relationship with the County Prosecutor and Newark City Law Director as well as their prosecutorial staffs (or other designated individuals responsible for prosecution), ensuring
    effective communication and coordination in the prosecution of state law violations and village ordinances that rise to criminal prosecution.
  • Foster and maintain cooperative and collaborative working relationships with law enforcement agencies and other relevant entities in neighboring jurisdictions to support regional public safety and coordinated response efforts.
  • Direct and coordinate all patrol, investigative, and support operations.
  • Oversee crime prevention and reduction strategies.
  • Ensure the proper use, maintenance, and deployment of department equipment and resources.
  • Actively participate in law enforcement activities, including patrol, response to incidents, and arrests, as needed.
  • Command and direct personnel during emergency situations.

Requirements:

  • Current Peace Officer certification granted by the Ohio Peace Officer Training Academy (OPOTA)
  • Preferred completion of a senior police executive program (e.g., OACP STEP, PELC, CLEE)
  • Valid Ohio Driver’s License with a driving record that meets the Village’s insurance standards
  • Minimum of ten (10) years of progressively responsible law enforcement experience
  • Minimum of five (5) years of supervisory or command-level experience
  • U.S. citizen and at least 21 years of age
  • Proficiency in operating computer desktop, laptop, tablet, and smartphone devices and relevant software applications (e.g., Microsoft Office Suite)
