Provide leadership, strategic vision, and administrative oversight of the Department of Public Safety in its delivery of law enforcement, life safety, emergency response, educational, and administrative services. Plan, organize, direct, evaluate, and oversee all programs, budgetary needs, and personnel involved in the delivery of Public Safety services and have administrative oversight of all Public Safety units and services including URI Police, Transportation and Parking, Fire and Life Safety, Communications and Records, Physical Security and Technology, and the Office of Emergency Management, as well as all associated communications functions and community outreach and education services.

The search will remain open until the position has been filled. First consideration will be given to applications received by April 2, 2021. Second consideration may be given to applications received by April 16, 2021. Applications received subsequent to second consideration date (April 16, 2021) may not be given full consideration.

Responsibilities:

  • As the chief executive officer of the University’s Department of Public Safety, be responsible for the planning, management, and fiscal oversight of all Public Safety units operating at all campus and satellite locations. These units include URI Police, Transportation and Parking, Fire and Life Safety, Communications and Records, Physical Security and Technology, and the Office of Emergency Management.
  • Establish and implement plans to continually assess and evaluate the University’s current condition and preparedness for all needs related to the protection of life and property.
  • Provide strategic leadership to support continuous improvement within all units of Public Safety.
  • Collaborate with other University stakeholders to ensure efficiency of delivered Public Safety services, policy uniformity, and coordinated messaging and activities across all parts of the University community and University operations.
  • Work with the Assistant Director, Emergency Management, the campus community, and internal and external stakeholder to maximize emergency preparedness on all campuses of the University.
  • Coordinate Public Safety oversight of all major events held on the campuses of the University.
  • Serve in the role of Incident Commander or Unified Command during events that require the responsibility of more than one entity.
  • Evaluate, interpret, and ensure compliance with current State and Federal laws, regulations, and directives as well as University policies.
  • Ensure that all enforcement and investigatory practices are fair and equitable for all members of a diverse University community. Interact regularly with University staff, students, parents, governing board, State, and Local agencies and officials, local residents, and the general public.

 

 

Qualifications:

REQUIRED:

1. Master’s degree in Criminal Justice, Public Administration, Business Management, or other closely related field.

2. Minimum of ten years in a Public Safety management position.

3. Demonstrated managerial experience, including budget responsibility, in a minimum of three of the following areas: Sworn law enforcement, Non-sworn security operations, Emergency management, Fire safety, Campus transportation and parking systems, Physical security and technology systems (alarms, access, and video), Communication and Records, and/or Work within unionized workforce environment.

4. Successful completion of a police training curriculum approved by the Rhode Island Police Officers’ Commission on Standards and Training prior to hire, or ability to augment existing training to complete such approved training in Rhode Island within one year of hire.

5. Demonstrated ability to articulate and implement current concepts of criminal justice, equity, diversity, inclusion, and organizational administration.

6. Demonstrated knowledge of relevant Federal, State, and local laws, regulations, codes, and guidelines.

7. Demonstrated personnel management and administrative skills.

8. Demonstrated ability to organize, coordinate, and supervise the staff and functions of an organizational unit with more than 70 employees to meet the objectives of the unit and the larger organization.

9. Demonstrated ability to work with diverse groups/populations.

10. Demonstrated strong interpersonal and verbal communication skills.

11. Demonstrated proficiency in written communication skills.

12. Demonstrated ability to interpret institutional objectives, policies, procedures, and plans and communicate the interpretations to others.

13. Demonstrated ability to develop, analyze, present, and convey detailed and complex studies and reports and to develop recommendations based on the substance of those studies and reports.

14. Willingness to be called in to work at any time regardless of hour, weekend, or holiday.

15. Current valid driver’s license and continued ability to maintain such license.

16. Current CPR certificate or demonstrated ability to obtain such a certificate and continued ability to maintain such certificate.

17. Must complete all official departmental firearms training upon appointment.

18. Must be physically qualified to perform assigned duties as evidenced by a physician’s certificate attesting to freedom from physical disabilities, including defects in hearing and vision.

19. Must satisfactorily pass a formal review process which may include agility, psychological, and/or competency testing and must pass a national criminal background check.

Preferred Qualifications
PREFERRED:

1. Minimum of five (5) years of Public Safety management experience in a comparable academic, university, or educational setting.

2. Graduate of the FBI National Academy.
