The City of Newport is seeking a professional, dedicated, and responsible person to fill the position of Community Service Officer. This position will use best practices, and City and Department standards as a non-sworn member, to perform routine, non-hazardous work related to law and code enforcement specifically focused on short-term rental compliance.
This is a part-time (20 hour a week) represented position. Work schedule will be eight hours a day on Saturdays and Sundays, with four hours on either Fridays or Mondays.
MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS
Any equivalent combination of relevant education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills and abilities would be: A high school equivalency AND some higher education/vocational training in dealing with the public or equivalent combination of education and experience.
KNOWLEDGE: Police principles and practices. Knowledge of department planning, principles of prioritization of short- and long-range tasks. Knowledge of federal, state, and local laws, City ordinances and code enforcement procedures. Civil procedure pertaining to code and ordinance violations. Knowledge of use and safety precautions related to community resource officer equipment. Knowledge of word processing applications and community resources.
SKILLS: Skill in the use of personal computers, various related software programs, standard office equipment and law enforcement equipment. Strong time management, analytical, organization, and prioritization skills. Customer service orientation and skills. Effective management and team-building skills, conflict resolution, and strong leadership. Exceptional interpersonal skills. Strong oral and written communication skills with a variety of audiences. Competence in business English, spelling, and punctuation. Strong reasoning, analysis, and problem-solving skills, combined with excellent judgment and professionalism.
ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the general public. Ability to analyze situations quickly and objectively, to recognize actual and potential danger, and to determine the proper course of action. Ability to effectively supervise staff, taking a proactive approach to problem-solving and implementing solutions for a positive outcome. Ability to communicate complex material in a simple, understandable manner. Ability to communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues. Ability to elicit information and cooperation from individuals and groups. Ability to honor the confidentiality required of this position. Ability to work in an emotional, stressful environment while remaining calm and objective. Ability to work extended hours and respond to emergency situations when they occur. Physical ability to perform the essential job functions.
Possess a valid Oregon Driver’s License at time of hire.
Obtain certification in LEDS at the Inquiry level within 70 days of hire.
The employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to frequently lift or move materials up to 10 pounds, and occasionally lift or move materials up to 50 pounds. The position requires the ability to operate a motorized vehicle. Manual dexterity and coordination are required more than 50% of the work period while operating such equipment as computers, keyboards, telephones, and standard office equipment.
WORKING CONDITIONS/WORKING ENVIRONMENT
Work is conducted in an office setting as well as outdoors, with exposure to wind and rain. Attendance at evening meetings may be required. Frequent use of motorized equipment/vehicles.
