Position Summary:
The Police Lieutenant is a sworn management position within the Town of Manalapan Police Department. Under the guidance and direction of the Chief of Police, the Lieutenant ensures and provides routine crime suppression and investigative functions in accordance with Florida State Law and Town Ordinance, abides by all professional practices and ethical standards. The Lieutenant provides leadership, management and direction to the patrol units, investigative units, and support section of the police department including the Internal Affairs Unit and Communication Section to ensure that the law is upheld, and police services are rendered appropriately. The Lieutenant directs and manages subordinate officers and manages materials within the assigned work group. In support of or in the absence of the Chief of Police, the Lieutenant assists in the administration of the department or commands any of its divisions including, but not limited to, organizing, directing, staffing, controlling, and coordinating activities of the Police Department mainly involving the support function of the agency. Work is performed under the general supervision of the Chief of Police.
Essential Functions:
- Effect an arrest, forcibly if necessary, using handcuffs and other restraints; subdues resisting suspects using maneuvers and weapons and resort to the use of hands and feet, and other approved weapons in self-defense.
- Prepare investigative and other reports, including sketches, using appropriate grammar, symbols and mathematical computations.
- Exercise independent judgment in determining when there is reasonable suspicion to detain, when probable cause exists to search and arrest and when force may be used and to what degree.
- Operate a law enforcement vehicle during both the day and night; in emergency situations involving speeds in excess of posted limits, in congested traffic and in unsafe road conditions caused by factors such as fog, smoke, and rain.
- Communicate effectively and coherently over law enforcement radio channels while initiating and responding to radio communications.
- Gather information in criminal investigations by interviewing and obtaining the statements of victims, witnesses, suspects and confidential informers.
- Pursue fleeing suspects and perform rescue operations which may involve quickly entering and exiting law enforcement patrol vehicles; lifting, carrying and dragging heavy objects; climbing over and pulling up oneself over obstacles; jumping down from elevated surfaces; climbing through openings; jumping over obstacles, ditches and streams; crawling in confined areas; balancing on uneven or narrow surfaces and using body force to gain entrance through barriers.
- Load, unload, aim and fire from a variety of body positions – handguns, shotguns and other agency firearms under conditions of stress that justify the use of deadly force and at levels of proficiency prescribed in certification standards.
- Perform searches of people, vehicles, buildings and large outdoor areas which may involve feeling and detecting objects, walking for long periods of time, detaining people and stopping suspicious vehicles and persons.
- Conduct visual and audio surveillance for extended periods of time.
- Engage in law enforcement patrol functions that include such things as working rotating shifts, walking on foot patrol and physically checking the doors and windows of buildings to ensure they are secure.
- Effectively communicate with people, including juveniles, by giving information and directions, mediating disputes and advising of rights and processes.
- Demonstrate communication skills in court and other formal settings.
- Detect and collect evidence and substances that provide the basis of criminal offenses and infractions and that indicate the presence of dangerous conditions.
- Endure verbal and mental abuse when confronted with the hostile views and opinions of suspects and other people encountered in an antagonistic environment.
- Perform rescue functions at accidents, emergencies and disasters to include directing traffic for long periods of time, administering emergency medical aid, lifting, dragging and carrying people away from dangerous situations and securing and evacuating people from particular areas.
- Process and transport prisoners using handcuffs and other appropriate restraints.
- Put on and operate a gas mask in situations where chemical munitions are being deployed.
- Extinguish small fires by using a fire extinguisher and other appropriate means.
- Read and comprehend legal and non-legal documents, including the preparation and processing of such documents as citations, affidavits and warrants.
- Process arrests suspect to include taking their photographs and obtaining a legible set of inked fingerprint impressions.
- Patrols areas of the town by car, on foot, ATV, or bicycle.
- Review and develop reports within the police department.
- Observe, evaluate, document, and critique subordinate’s work.
- Develops and prepares programs, directives, and staff reports as necessary.
- Plan, organize, and direct the activities of a police division or area.
- Develop and implement policies, procedures, and programs.
- Review daily reports.
- Ensure compliance with department policies.
- Provide administrative and budgetary support.
- Assign cases and follow up on their status.
- Supervise investigations and interviews.
- Assume command of police activities during emergencies.
- Assume command of major field activities.
- Oversee Evidence Section.
- Responsible for budget management of assigned section.
- Provide supervision and direction for subordinate personnel.
- Maintain positive relationships with the public, news media, businesses, and local organizations.
- Prepare press releases.
- Supervise sworn and non-sworn personnel, including sergeants, officers, and professional staff for the police department.
- Provide professional development for police staff.
- Supervises within the Chain of Command and acts as the commanding officer in the absence of the Chief of Police.
- Ensures appropriate and adequate staffing and deployment of officers.
- Responsible for maintaining, reviewing, and updating department policies and procedures upon approval of the Chief of Police and/or when new laws are created or amended by the legislature.
- Responsible for maintaining Law Enforcement Accreditation with assistance from the office support staff.
- Responsible for developing written directives that are compliant with the written standards provided by the Florida Commission of Accreditation.
- Responsible for the ongoing routine file maintenance of Accreditation standards.
- Responsible for training agency personnel on policy changes.
- Responsible for coordinating mock and on-site assessments through the Florda Commission of Accreditation.
- Ensures appropriate training, supervision and evaluation of new recruits and subordinate personnel.
- Coordinates interactions with other law enforcement agencies, residents and community groups, or support agencies following established department procedures under varying degrees of supervision; • Conducts internal investigations when necessary; • Acts in the role of a police officer by performing routine crime suppression and investigative functions; • Performs all duties applicable to the rank of police sergeant and police officer, as required;

Requirements:
- Must be a U.S. Citizen (born or naturalized).
- No conviction of felony or misdemeanor involving moral turpitude or domestic violence.
- No convictions for criminal traffic offenses (DUI, Reckless driving) within five years of the date of application
- Prior military service must have been completed with an Honorable Discharge.
- Applicants must possess before the date of employment a valid State of Florida Driver’s License.
- The required license and related endorsement must be maintained during the term of employment
- Vision must be corrected to 20/40.
- Florida Law Enforcement Certification
- No more than three (3) moving violations(s) within the most recent three-year period.
- No more than three (3) at-fault accidents within the most recent three-year period.
- Punctuality and regular attendance are essential functions of this position, as well as working mandatory shift hours, including days, nights, holidays, weekends, unscheduled overtime as needed and periodic call outs for both work-related and emergency-preparedness situations.
- Fifteen years of full-time experience as a sworn police officer preferably with a Florida Law Enforcement Agency, six of which must have a supervisor role.
- Some experience at a law enforcement agency within the evidence section at a police department.
