Position Summary:

This position involves first-line supervisory or managerial law enforcement work at a university campus or other state facility. With full powers of arrest, employees enforce the laws of the State and the United States Government. Employees have law enforcement authority ranging from traffic control to criminal investigations within a limited geographic jurisdiction. Work involves supervision and/or management of a unit of officers or other departmental personnel in their responses to routine calls, emergencies, and other law enforcement services provided. Employees evaluate the appropriateness of officer responses; designate assignments; direct needed resources; and interpret laws, ordinances, and Department policies and procedures. Duties may include orientation and training of officers, inspections of officers and/or other Departmental personnel on a shift, conducting pre-shift briefings, review of all reports and investigations accomplished during a shift, activity coordination, discipline, conducting performance reviews, and providing input concerning operational planning.

Essential Functions:

  • Patrols identified target areas. Knows the campus environment, including street layouts, building names, and locations. Identifies suspicious persons and vehicles.
  • Detects and deters crimes before they occur.
  • Properly detains or arrests persons as required and transports same in accordance with policy. Documents detentions and arrests before going off duty using the appropriate forms.
  • Uses proper subject control when needed and documents same using appropriate forms. Conducts searches within legal and safety parameters when required.
  • Records facts and prepares reports. Collects evidence and documents and maintains the chain of custody.
  • Listens to and utilizes citizen input to obtain information.
  • Operates a police vehicle safely, effectively, and in compliance with policies and laws.
  • Utilizes firearms, batons, handcuffs, OC spray, mobile video camera, vehicle computer, hand-held radio, and mobile data terminal effectively and in compliance with the policy.
  • Completes incident reports within required time frames, providing detailed documentation as required, and ensuring appropriate information is included for Clery compliance.

Requirements:

  • Eight years of progressively responsible law enforcement experience, five of which should have been supervisory in nature, in a police agency providing a full range of law enforcement services to the community.
  • Advanced Law Enforcement Certification from Training and Standards
  • Law Enforcement Executive Management Training.
  • Experience in management of an emergency communications center.
  • Experience in management of large events involving significant numbers of attendees
  • Experience in management of large-scale emergency response.
  • Broad knowledge of the Commission on Accreditation for Law Enforcement Agencies (CALEA) process and guidelines.
  • Significant experience in police administration, preferably in a university setting
  • A minimum of a Bachelor’s degree or greater and 6 years of sworn law enforcement officer experience or an Associate degree and 8 years of sworn law enforcement officer experience. At least 3 years of the experience requirement must have been in a supervisory role equivalent to a Police Sergeant or greater.
  • BLET Certification as a Law Enforcement Officer by the State of NC
  • A valid North Carolina Driver’s license or the ability to obtain one by start date
  • Must meet physical and psychological requirements of the N.C. Criminal Justice Education and Training standards Commission, including satisfactory physical examination, psychological examination, and drug test.
  • Must pass sworn law enforcement officer background investigation, including but not limited to driving record and criminal history.
