The New York County District Attorney’s Office has an opening for an Investigative Analyst in its Public Corruption Unit (PCU). PCU is responsible for investigating and prosecuting both official corruption and public integrity cases. Members of the unit direct complex and challenging investigations that involve substantial documentary evidence, as well as the proactive use of confidential informants, undercover law enforcement agents, and cooperating defendants. In this position, the Investigative Analyst is responsible for providing highly skilled analytical support to the Assistant District Attorneys (ADAs) assigned to PCU.
On the official corruption side, the unit has primary responsibility for investigating and prosecuting New York City police officers and other uniformed public servants involved in criminal conduct such as perjury, bribe receiving, official misconduct, larceny, falsifying business records, and offenses involving the sale and possession of narcotics. These investigations are conducted by PCU ADAs in conjunction with DANY investigators assigned to the unit, as well as police personnel assigned to the Internal Affairs Bureau of the New York City Police Department.
On the public integrity side, the unit is responsible for investigating and prosecuting all types of crimes committed by public employees, elected officials, candidates for public office, and others who hold the public trust. The unit proactively investigates public corruption in government at all levels including bribery, election fraud, criminal violations of state and local ethics laws, and other crimes based on malfeasance by public servants. These investigations are conducted by PCU ADAs in conjunction with DANY investigators and/or members of other law enforcement agencies, including the New York City Police Department, the Department of Investigation, and the New York State Office of the Inspector General.
- Within team concept, work closely with ADAs and local, state, and federal law enforcement agencies on long term investigations and prosecutions of official corruption and public integrity cases.
- Perform in-depth computer searches of investigative targets.
- Collect and analyze data relevant to specific PCU investigations and cases.
- Create spreadsheets, charts, and other exhibits for investigative use as well as for grand jury and trial preparation.
- Work directly and independently with police detectives, federal agents, and other law enforcement personnel.
- Develop proficiency in intelligence augmentation software for use in ongoing investigations.
- Communicate effectively with community residents, community organizations and partners, and police and law enforcement agencies to build institutional relationships.
- Communicate investigative results to other team members and testify in court regarding investigative results.
- Use DoITT’s geocoder (GOAT) and other geocoding capabilities to map data in ArcGIS or other mapping tools.
- Review cell phone data dumps, assist with cell phone mapping, and mine phone data.
- Social Media and Communication Applications – become familiar with methods of communication, whether by email, text, chat, video calls, video messages, or file sharing that is supported by various “apps,” social media sites, and other services provided by Internet Service Providers (“ISPs”). Coordinate with ISPs to obtain accurate information about whether content of communications is saved on their servers. Work with ADAs to ensure preservation of such data through Letters of Preservation (“LOPs”), and provide ADAs with such information to form the basis for search warrants. Assist ADAs in searching social media (e.g., Twitter, Instagram, Facebook) and identify accounts belonging to targets/defendants. Using X1 to mine social media.
- Write formulas in Excel and create pivot tables for data analysis and presentation.
- Assist in the creation of PowerPoint presentations for use in the grand jury or in court.
- Strong data mapping skills; skilled in designing logical and physical data models using industry standard tools; experience in using data quality tools (e.g., Global Ids) knowledge of meta-data concepts.
- Proficiency in Microsoft Office, PowerPoint, Excel, Lexis Nexis, and/or Clear.
- An understanding of general practices related to legal records management, data protection, and privacy/confidentiality.
- Proficiency in Internet search strategies and techniques.
- Working knowledge of mapping tools.
- Exceptional organizational skills and ability to manage multiple assignments.
- Ability to think and perform in an occasionally stressful and fast-paced environment.
- Ability to communicate effectively with financial institutions, regulators, and law enforcement agencies to build institutional relationships.
- Ability to communicate investigative results to other team members and to testify in court regarding investigative results.
- Superior organizational, time management, writing and communication skills.
- Bachelor’s degree required.
- One year experience preferred, either as a paralegal in the criminal justice field or experience conducting online research or other work in social media.
- Experience in the Criminal Justice System strongly preferred.
- Two (2) year commitment to PCU.
