Summary:
The Deputy Chief Safety Officer of Police Services (DCSOPS) reports to, assists and works closely with the Chief Safety Officer (CSO) in directing and administering the overall public safety initiatives, as well as promotes a safe and secure environment across the University. The Deputy Chief Safety Officer of Police Services (DCSOPS) provides oversight to the University Department of Public Safety Police Division and ensures that CSO vision, programs and directives are carried out and policing policies, practices and procedures are followed.

The DCSOPS manages the operations of the police division and assists the CSO in the strategic planning of police functions, police services, and law enforcement programs; acts as a catalyst between departments, faculty, staff, students, and external entities to ensure continuity and quality of service; and supports the University of Utah’s goals and mission.

The DCSOPS is required to be a certified peace officer through Utah POST. This is an appointed position and serves at the pleasure of the Chief Safety Officer.

Responsibilities
1) Supports the Chief Safety Officer by providing oversight to the University Police Division ensuring that policies and practices are followed across all areas of campus.

2) Assists the CSO in directing and overseeing the operations and strategic planning of the University Police Division; acts as a catalyst between departments, faculty, staff, students, and external entities to ensure continuity and quality of service; and supports the University of Utah’s goals and mission.

3) Builds trust and demonstrates commitment with historically underrepresented communities regarding safety.

4) Assures appropriate programs and resources are in place to meet the compliance needs of the University, and administers federal, state, and local safety law to ensure the University remains in compliance.

5) On behalf of the CSO, and in partnership with the Deputy Director of Support Services, acts as a liaison with all stakeholders and partner agencies on matters pertaining to safety and security.

6) Oversees and supervises police operations and personnel; assists the CSO in developing and maintaining strategic direction with short and long-term goals, estimating budgetary requirements for staff, space and equipment planning, and implementing special projects and policies; forecasts staffing, capital and operating budget needs; and ensures high customer satisfaction by analyzing complaints, concerns and suggestions and providing appropriate follow-through.

7) Facilitates cooperative and collaborative community and institutional relationships (such as Student Affairs and Equity Diversity and Inclusion); participates in departmental and university-wide committees; represents the CSO as a senior designee and supports management and supervisory staff through professional development opportunities and/or educational programs.

8) Collaborates effectively with other functional areas of the CSO Office and Department of Public Safety.

9) Represents the CSO and acts as liaison with local, state, and federal law enforcement agencies on matters pertaining to public safety and security.

Minimum Qualifications
The position requires a Bachelor’s Degree (Master’s Degree preferred) in Criminal Justice, Police Science, a related area, or the equivalency, as well as a minimum of eight years of progressively more responsible management experience and Utah Police Academy Category 1 Peace Officer certification at the time of hire.

Demonstrated leadership, human relations and effective communication skills.

Qualified applicants must successfully complete a thorough background investigation and must be willing to submit to a drug screening test.

Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description.
Leadership training, such as the F.B.I. National Academy, Northwestern University’s School of Police Staff and Command or similar programs is highly preferred.

Administrative familiarity with CAD-RMS and similar law enforcement related systems is highly desirable.

o All out of state lateral applicants must complete and pass the Utah POST waiver test prior to hire
