Salary Range: $57,500 to $81,650 DOQ

Position Summary
As the head of the Milbank Police Department, the Chief of Police is in a highly responsible operational position. The Chief of Police oversees all aspects of the Police Department and reports directly to the City Administrator, Mayor and City Council. The Police Chief is responsible for managing activities of the police department, gives direct assistance to the City Administrator and Mayor in planning, organization and administration of all government functions with the emphasis on security and public safety. The Chief of Police provides continuous services to the public frequently involving sensitive matters which demand utmost tact and resourcefulness.

Essential Functions

  • Supervise employees and make final recommendations relative to hiring, discharge layoff, suspension, disciplinary action, the adjustment of grievances, and employee performance evaluations.
  • Advise and make recommendation to the Mayor to ensure the proper and efficient operation of the Police Department.
  • Ensure compliance with executive orders, resolutions, and ordinances approved by the City Council, South Dakota Codified Laws, federal regulations, South Dakota Law Enforcement Officers Standards and Training Commission, and guidelines.
  • Manage all Police functions and formulate policies and regulations for the department.
  • Act as liaison with county, state, and federal agencies involved in law enforcement matters and maintain a cooperative and effective working relationship with other criminal justice systems such as prosecution, courts and court services, and detention facilities.
  • Submit an annual department budget request and ensure that the amount spent and/or obligated for the department or for any purpose within the department will not exceed the total appropriated for such department or purpose except as otherwise specially provided.
  • Prepare and present effective oral and written material relating to the activities of the Police Department.

Required Education and Experience

  • Graduation from an accredited college or university with a bachelor’s degree in criminal justice and a minimum of ten (10) years progressively responsible experience in law enforcement, including management and supervision; or any such combination or education, experience, and training as may be acceptable to the hiring authority.
  • Must possess a current South Dakota Law Enforcement Certification or must be able to obtain through reciprocity.
  • Must possess, or be able to obtain prior to hire, a valid driver’s license.
